An Element type of "note" contains a remark, comment or suggestion that an architect wants to bring under the attention of the designer of an infrastructure facility.
When using a "note" element, the prescription mode (mandatory or optional) can convey the urgency of the note. When a specific "note" has prescription mode "prohibited", the architect explicitly states that it is not applicable to the situation.
